The Bulgarian Competition Authority established that Toplofikatsia Sofia EAD had breached Art. 21 of the Law on Protection of Competition (LPC) by abusing its dominant position on the heating distribution market for allocation of consumed heating water energy between residents in blocks of flats. The infringement may hinder, limit or hamper competition and to affect interests of consumers, by preventing the entry of a new competitor on this market.
